The regular meetings of the Board of Directors of the Estes Valley Recreation and Park District are held the 3rd Tuesday of each month at 6 p.m. in the lower level meeting rooms of the Community Center, located at 660 Community Drive, Estes Park, Colorado, unless otherwise posted and until further notice.

Notices of meeting times and locations will be posted on the District website and at the District Administration Office, located in the community center at 660 Community Drive, Estes Park, Colorado.

The agenda outline and board packet for each regular Board meeting will be posted 24 hours before the meeting on the District website and at the District Administration Office, located in the community center at 660 Community Drive, Estes Park, Colorado.

CITIZEN INPUT

The Board of Directors of the Estes Valley Recreation and Park District believes that a regular and active dialogue with interested citizens is vital to effective and informed management of the District. This type of regular interchange helps to ensure that projects and priorities of the District most closely match with those of the broad public. Citizens are always welcome and encouraged to attend any and all meetings of the Board.

The Board regularly reserves time on the agenda for Citizens’ comments of a general nature (the Public Comment Section of meeting agenda). Citizens may provide comments on any given agenda item during the meeting. These comments may be at the invitation of the Board or staff because the citizen has been involved in helping work a specific issue or project. Citizens are encouraged to be concise with these comments, and keep them to a maximum of 5 minutes each. Citizens are asked to not reiterate comments already made by other citizens.

Regardless of the types of comments offered by citizens as discussed above, the Chair always reserves the right to limit time and discussion in order to expeditiously move through the agenda during the evening to fulfill the business needs of the District.

Citizen Initiated New Business Item: Submit the issue or topic in writing to the Executive Director. The Executive Director and staff will conduct any necessary research concerning the subject matter. If the staff determines the matter should be presented to the Board, staff will provide the Board with a recommendation placement of the item on a future Board meeting agenda. Once the Board has determined to add the matter to a future agenda, an agenda item will be assigned. Staff will advise the Citizen and request hard copies of the presentation materials for distribution to Board Members and District staff. The Citizen presenting the matter at the Board meeting will be allotted 15 minutes on the agenda.

If a citizen desires to initiate a new business Item directly at a board meeting without prior notice, the following stipulations will be made:

  •    Presentation must be made during the Public Comment portion of the agenda.
  •    Presentation is restricted to a maximum of 10 minutes.
  •    Only one speaker is allowed on the matter.
  •    If the citizen has items to present (i.e. handouts, maps, survey data), he/she must provide the recording secretary with a clean copy. The preferred method of 
    presentation material is paper form in order to be distributed to the Board Members and District staff.

EXECUTIVE SESSION INFORMATION

 There are certain matters that the Board discusses in Executive Sessions. The matters are specified in the laws applicable to Special Districts and in general include the following:

  •     Under C.R.S. Section 24-6-402(4)(b) for a conference with the Estes Valley Recreation and Park District Attorney for the purpose of receiving legal advice on specific legal questions;
  •     Under C.R.S. Section 24-6-402(4)(e) for the purposes of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and/or instructing negotiators;
  •     Under C.R.S. Section 24-6-402(4)(a) to discuss the purchase, acquisition, lease, transfer, or sale of real, personal, or other property interest;
  •     Under C.R.S. Section 24-6-402(4)(f)(I)&(II) for discussion of a personnel matter and not involving: any specific employees who have requested discussion of the matter in open session; any member of this body or any elected official; the appointment of any person to fill an office of this body or of an elected official; or personnel policies that do not require the discussion of matters personal to particular employees;
  •     Under C.R.S. Section 24-6-402(4)(c) for discussion of a matter required to be kept confidential by the following federal or state law, rule, or regulation;
  •     Under C.R.S. Section 24-6-402(4)(d) for discussion of specialized details of security arrangements or investigations;
  •     Under C.R.S. Section 24-6-402(4)(g) for consideration of documents protected by the mandatory nondisclosure provisions of the Open Records Act;

Executive Sessions are closed to the public. However, all formal votes of the Board on any such matters must be made in open session.

Note: Board action is not expected to be taken on issues raised during (1) New Business Items initiated by Citizens directly at a Board meeting without prior notice, and (2) during General Comments by Citizens.

BOARD OF DIRECTORS COMPOSITION

The Board of Directors of the Estes Valley Recreation and Park District is made up of five individuals elected from the District at large. They each serve for a term of four years and may serve for two consecutive terms. Board seat elections are held in May of even-numbered years for those Directors whose terms have expired. To help ensure continuity of service on the Board, terms are staggered such that no more than three Directors are elected in any given election cycle.

Vacancies that occur between election cycles are filled by the Board of Directors who appoint an individual to serve until the next regular election, at which time the vacancy shall be filled by election for the remainder of the originally vacated term.

BOARD MEMBER QUALIFICATIONS

To qualify as a Director, a person must be an eligible elector.

“Eligible elector” means a person who, at the designated time or event, is registered to vote pursuant to the “Uniform Election Code of 1992”, and: Who is a resident of the special district ; or Who, or whose spouse or civil union partner, owns taxable real or personal property situated within the boundaries of the special district.

A person who is obligated to pay taxes under a contract to purchase taxable property situated within the boundaries of the special district shall be considered an owner of taxable property for the purpose of qualifying as an elector.

These qualifications must be met at the time of candidacy (or appointment), and must be maintained in order to remain qualified as a Director.

BOARD MEMBER SELF-NOMINATION PROCEDURE

Citizens who have interest in serving as a Director and who meet the qualifications to serve as Director may nominate themselves by following the applicable procedure as specified by the state statute governing Special District elections. Anyone interested in serving as a Director should contact the Designated Election Official for the District to obtain the self-nomination form and the deadline for filing such form. Candidates must also check with Larimer and Boulder County Elections to understand the filings required under Colorado’s Campaign Finance laws.

2025 Regular District Election

The next regular election of the Estes Valley Recreation and Park District is on Tuesday, May 6, 2025. This will be a polling place election, with the option of obtaining an absentee ballot. Two (2) board positions will be filled, each to serve a four-year term.

The Estes Valley Recreation and Park District has historically held director elections in May of even-numbered years. This changed on May 2, 2023, when special district elections were changed to odd-numbered years, due to a change from the state legislature.

Registered voters who live in or own property in the Estes Valley Recreation and Park District may vote in these elections. To be eligible to run for an open seat, you must reside or own property within the District boundaries.

This form must be filed with the EVRPD Designated Election Official before the close of business on Friday, Feb. 28, 2025 (i.e., 67 days before the election). To ensure candidates have time to amend the form if it is not sufficient, it is strongly recommended prospective candidates submit their self-nomination and acceptance form before 3 p.m. on the deadline date.

  • A resident of the Estes Valley Recreation and Park District; OR

This Application for Absentee Ballot may be completed and submitted to the Estes Valley Recreation and Park District if you wish to request an absentee ballot or to apply for permanent absentee voter status with the Estes Valley Recreation and Park District. You may download the form HERE.

Applications will be accepted until the close of business Tuesday, April 29, 2025 for the May 6, 2025 election.

Beginning April 7, 2025, absentee ballots will be mailed to voters on the Permanent Absentee Voter list and to those who have submitted an absentee ballot application. For applications received after April 7, 2025, absentee ballots will be mailed within 72 hours from the date of receipt of the application.
