REQUEST FOR PROPOSALS (RFP) FOR ESTES VALLEY COMPREHENSIVE MASTER TRAILS PLAN
(Proposals are due by 3 P.M. MST on May 20, 2015)
The Estes Valley Recreation and Park District (EVRPD) is seeking proposals from suitably qualified and experienced firms to conduct a master planning process for an Estes Valley Comprehensive Master Trails Plan in the Estes Valley Community. EVRPD, in partnership with the Town of Estes Park, Larimer County, National Park Service – Rocky Mountain National Park, US Forest Service – Arapaho-Roosevelt, YMCA of the Rockies, Colorado Parks and Wildlife, Estes Valley Land Trust and National Park Service RTCA seeks a firm to conduct a master plan that examines a coordinated approach to developing trails, identifying open space and special area uses, non-motorized means of transportation, connectivity and the financial requirements for the development of an Estes Valley Comprehensive Master Trails Plan. The proposed plan process is funded in part by a $35,000 GOCO grant, partnership funds, and an RTCA grant. Proposals will be considered from professional firms that demonstrate experience and success in conducting master planning for comprehensive trail systems and open space plans.
A pre-bid meeting will be held on Wednesday, May 13 at 1 PM (MST), at the Estes Park Golf Course Clubhouse (downstairs meeting room), 1480 Golf Course Road, Estes Park CO, 80517. Attendance is not mandatory, but is highly encouraged.
- Sealed proposals must be received by 3 PM Mountain Standard Time (MST) on Wednesday, May 20, 2015, at the Estes Valley Recreation and Park District’s Administration Office (690 Big Thompson Avenue, Estes Park, CO 80517). Proposals received after that time will not be accepted.
- Proposals should be delivered in sealed in a package clearly marked with the proposer’s name and “Estes Valley Comprehensive Master Trails Plan”.
- Faxed and emailed proposals will not be accepted.

The Estes Valley Recreation and Park District, a.k.a. the "Owner", will respond to all questions in writing. Correspondence will be shared with all known firms indicating interest in this project. Questions may be submitted by email, fax, or postal mail. Questions must be received no later than five (5) business days prior to the proposal due date. Owner has been awarded the assistance of the National Park Service Rivers, Trails and Conservation Assistance Program (RTCA) to support this planning effort.

REQUEST FOR QUALIFICATIONS (RFQ) FOR ENGINEERING SERVICES
Common Point Outdoor Shooting Range Repair and Improvements
Estes Valley Recreation and Park District, Estes Park, Colorado
The Estes Valley Recreation and Park District (EVRPD) sought statement of qualifications from qualified consulting engineering firms to provide professional services related to the Common Point Outdoor Shooting Range Repair and Improvements. EVRPD has secured funding from FEMA and the State of Colorado for the engineering and reconstruction work to the bridge, roadway and gun range from damage caused during the September 2013 flooding. EVRPD has secured additional funding from Colorado Parks and Wildlife via the Shooting Range Grant Program for site improvements to the facility.
This project requires the survey, design, preparation of design plans, specifications, and related contract documents for a roadway and gun range repair and improvement project. Design plans include preliminary, final design, permitting and project bidding. Construction administration of the project is also required. See the RFQ (linked below) for the entire project scope.
